Consider approval of an amendment to the Grand Cay Harbor Development Agreement allowing homes to be constructed no more than 5-feet into the front yard area.

BACKGROUND
The City maintains control over the development of Grand Cay Harbor through a Development Agreement. This agreement stipulates that City regulations are applicable to the development. The initial phase of Grand Cay Harbor has been platted with 25-foot Front Building Lines, which is typical for single-family lots in the City. The homebuilders, David Weekly Homes, has determined that some of their floor plans, designed specifically for Grand Cay, will not fit on the lots without some relief.
ANALYSIS
The Developer is requesting the ability to construct houses that encroach up to 5-feet into the 25-foot front yard area. Staff feels that the openness created by the canals more than compensates for the reduction in front yard area.
