ACTION REQUEST (Brief Summary)
Consider the approval of the award of the contract to provide professional services to administer the CDBG-CV Texas City Emergency Rental Assistance Program (TCERAP) to Catholic Charities of the Archdiocese of Galveston-Houston.
BACKGROUND
The City of Texas City was awarded $544,704 by the U.S. Department of Housing and Urban Development (HUD) to prevent, prepare for, and respond to Coronavirus. The City allocated these funds to providing emergency rental assistance and the administration of the program.
On July 12, 2021 an RFP was made public seeking a professional consultant to administer TCERAP on behalf of the City. All proposals were due to the Community Development Department by July 23, 2021. There were a total of 2 respondents. Based on the recommendations of the proposal evaluation team, the award should be given to Catholic Charities of the Archdiocese of Galvestion-Houston.

ANALYSIS
In order to commence the emergency rental assistance program by August 15, 2021 and provide relief to the people of Texas City, the contract must be awarded. Catholic Charities was the most responsive to the RFP and in the best position to administer the program on behalf of the City.
