ACTION REQUEST
Review and approve amendment of the 2019 CDBG Action Plan to reallocate funds from housing counseling and demolition to housing reconstruction.
BACKGROUND (Brief Summary)
The City of Texas City receives CDBG Entitlement funds from the U.S. Department of Housing and Urban Development on an annual basis to improve housing and quality of life for Texas City's low and moderate income citizens. The City has 8 years to expend each allocation and sometimes the needs identified in the Annual Action Plan require updating. The Community Development Department has been able to work with a HUD approved Housing Counseling agency to provide the required homeownership education for First Time Homebuyer Program applicants at no charge to the City or the applicant. Also, there are demolition funds unused from the 2019 allocation that would be more useful to the Housing Rehabilitation/Reconstruction Program.
RECOMMENDATION
It is the recommendation of the Community Development and Grants Administrator that the sum of $3,414.37 in PY' 2019 CDBG Entitlement funds be reallocated from Demolition and Housing Counseling to the Housing Rehabilitation/Reconstruction Program.
