ACTION REQUEST
To approve the revised Collection Development Policy which was unanimously approved by the Library Board of Trustees on Monday, June 26th, 2023
BACKGROUND (Brief Summary)
The Collection Development Policy that is currently in place has not been substantially revised in a number of years, and it was much longer than recommended by the Texas State Library and Archives Commission. It contains two lengthy sections that are not normally included in a collection development policy so, in addition to rewriting the policy, the sections titled "Community Analysis Considerations" and "Material Formats" have been removed.
The procedures outlined in the section that is titled "Reconsideration of Library Materials" have been changed. This is the policy that determines how the library responds to challenges to books and other materials in the collection. The current policy requires that a committee be formed to evaluate the material, and that any appeal is heard by the library director. This has been changed so that an appeal will be heard by the Board of Library Trustees, which is standard practice. The members of the library board have been approved by the City Commission, and therefore represent the community. I do not believe that the library director, who is responsible for all purchases, should be part of the appeal process.
For ease of comparison copies of both the revised policy and the current policy are attached.
