ACTION REQUEST

Consider and take action on Resolution No. 23-080, approving revisions to the personnel policy. (Human Resources)

BACKGROUND (Brief Summary)

The requested updates to the personnel policy include:
  • Section 2.04 Nepotism - Wording to the effect that you cannot be married (formally or informally) and hold positions in the same department at the same time as well as first responders cannot be married while being employed at the same.  We also removed the word “indirectly” with regards to supervision and defined “direct” supervision to be within 2 levels of supervision.
  • Section 3.08 Personal Telephones – changed the word “possessing” to “using”.
  • Section 3.13 Intoxication and the Use of Alcohol and Drugs – Changed the title to Intoxication and the Use of Alcohol, Drugs, Tobacco and Vaping, and added wording that it’s prohibited while at work, on City premises (including parking lots), in City Vehicles or while involved in City business.
  • Section 6.01 Holidays – Added Juneteenth and Employee’s Birthday, along with eligibility and procedures for taking the birthday as a holiday.  The birthday holiday will go into effect 10/01/2023.
  • Section 8.02 Life and Disability Insurance – changed the title to Life and Long Term Disability Insurance, and added a few words to make it more clear.
  • Section 8.05 Voluntary Payroll Deductions – Removed specific names of vendors and made them more generic in the event we change vendors (example: Allstate to Cigna).

RECOMMENDATION

It is recommended to adopt these revisions to the Personnel Policy.
