ACTION REQUEST (Brief Summary)

The Department of Energy as part of the Stimulus Bill made available through CDBG funds an allocation to entitlement cities.  The Agreement on the agenda accepts the conditions and use of the funds for improving lighting and installing energy efficient lighting in several facilities: Lowry gyms, Nessler/Convention Center, Police/Municipal Court, and City Hall.  Also, an UV film will be affixed to the windows of the Nessler/Convention Center, CIty Hall, and Police Municipal Court that will reduce the ultraviolet rays that increase heat within the buildings.  The film specified also had to have hurricane safety strength to reduce possible breakage from flying debris.  Total amount of the grant is $191,600.  The City committed up to $24,000 for matching if needed.  It appears the city's match will not be needed.

BACKGROUND

With the passage of the Stimulus Bill entitlement cities were given an opportunity to apply for funds for energy conservation.  It is a non-compete grant with a fixed allotment based upon the size of the city.  The City of Texas City could receive up to $191,600 for eligible projects.  The deadline to submit projects was June.  City Staff made application for lighting since that would net the greatest return in electrical savings.  In addition, the City may be eligible for a one time payment from the First Choice Power as part of their program to promote energy conservation.  The one time payment is estimated at $10,000.  Also, as part of the grant the city looked at UV film for windows to reduce cooling costs within the buildings.  The film will not be a heavy tint to allow for full sunlight, but will reduce the UV rays reducing heat creation.  The city had been exploring the possibility of the film that has a strength to reduce damage from debris during a hurricane for the builidings where it is difficult to board or protect the buildings.  It appears this grant will provide us with companies that can provide that dual purpose film.
