ACTION REQUEST
Consider and take action on Resolution No. 2025-044 approving a contract with Willdan Engineering to provide third-party building inspection services for the College of the Mainland Library and Classroom new construction project.
BACKGROUND (Brief Summary)
The College of the Mainland (COM) 2023 Bond Program includes the design and construction of the Library and Classroom Building (LCB) which is a 5-story, approximately 160,000 Sq. Ft., of multiuse building with an estimated cost of $67,000,000. Building plans have been reviewed and approved for the project and a building permit issued. The commencement of construction of the LCB is imminent. The construction period is estimated to be 25 months. To assist COM with timely inspections and avoid delays to the progress of construction, staff recommends retaining Willdan Engineering for third party inspection services for the LCB project.
Willdan is well-qualified to provide the required services with the necessary certified personnel having experience with the inspection of multi-story, mixed-use school facilities. The City has previous experience with Willdan Engineering, which provided the third-party plan review services for the LCB and other projects at COM. The plan review services were timely and thorough and supported the timely issuance of the permits for the COM projects.
Utilizing third-party services will also avoid delays to inspections for the permittees of other projects within the City, including without limitation, possible delays to the inspections of the record numbers of permits being issued for new home construction in Texas City.
Proposals for the third-party inspection services were received in response to a duly advertised request for proposals which have been evaluated and support this recommendation. Funds are available in the Building & Inspections department budget for the third-party contract service fee of $74,600. The permit fee collected for the COM LCB building permit was $184,670.00.

RECOMMENDATION
Based upon evaluation of proposals received in response to the duly advertised request for proposals and the need to provide for timely inspections of the large project without causing delays to other building projects in Texas City, including new residential construction, staff recommends award of a contract to Willdan Engineering for third-party inspection services of the COM Library and Classroom Building.
