ACTION REQUEST
Consider and take action on Resolution No. 2025-129 for a professional design engineering services agreement with ARKK Engineers for the Central Park Blvd Project.
BACKGROUND (Brief Summary)
The 2025 Galveston County Bond Program has allocated $4.2million for the construction of the extension of Central Park Blvd from Century Blvd to FM 2004 as a four-lane boulevard of approximately 3,500 linear feet with concrete pavement, grass medians, curbs and underground storm sewer. The Texas City Economic Development Corporation (TCEDC) owns 245 acres of property through which the boulevard will be constructed.
During FY21, the TCEDC contracted with ARRK Engineers to engineer, design and produce construction drawings for a two-lane boulevard extension of Central Park Boulevard and related drainage improvements. Due to other priorities at the time, the TCEDC did not move forward with construction of the project. ARKK Engineers has provided a proposal for engineering design and construction services to complete the design and administer the construction of the Central Park Blvd extension project in the amount of $410,750. At its meeting on October 13, 2025, the TCEDC approved an allocation of $410,750 for the engineering contract. ARKK Engineers is well known to the City and has previously completed many street and drainage projects on time and within budgetted funds. The City needs to proceed with the engineering design of the project to allow for timely use of the County bond proceeds for construction of the project.

RECOMMENDATION
Staff recommend approval of the contract with ARKK Engineers for professional engineering design and construction contract administration services for the Central Park Blvd Extension project.
