Approve Resolution 2026-049 approving contract for professional services with Willdan Engineering for Plan Review Services as needed to support the Building & Inspections Department.

The Building & Inspections department needs additional plan review capacity to assure the timely processing of reviews for permitting. Since 2024 Willdan Engineering has supported the Building & Inspections Department with several project specific contracts including reviews for the COM Continuing and Community Education Center, Public Safety Careers Center, Library and Classroom Building, Dickinson Elementary School and New Municipal Complex. The services provided have been essential to the timely permitting for these projects. Due to retirement, the plan review staff is currently understaffed pending the recruitment and training of qualified personnel for complex or specialty commercial plan reviews. To facilitate the timely review and permitting of complex commercial projects and avoid a backlog of applications pending for permitting, additional resources are required for standby plan review services as need based upon workload. If utilized, the third party plan review fees will be covered by the schedule of fees approved by the City.

Based upon the satisfactory completion of numerous plan reviews since 2024 and track record of coordination with the City’s staff for timely delivery of plan review services, staff recommend award of a contract for professional services to Willdan Engineering for plan review services as needed to support the workload and timely processing of permits by the Building & Inspections Department.
