Resolution Approving Participation in Texas - New Mexico's City Smart Program for a Second Year

ACTION REQUEST (Brief Summary)

The City of Texas City Participated in the City Smart Program in 2009.  By participating, the city received an $11,000 check for energy conservation work that we completed in that year.  The program has not changed since last year.  Any day time energy conservation improvements that reduce peak kilowatt hours of electricity will be calculated into a formula that the power company will pay as an incentive a one-time reward.  Last year's incentive equalled almost 9 percent of the cost of the improvements.  There is no obligation or commitment that the city must do a project, but the consulting group with TNMP will work with city staff to identify a project.  Some ideas have already been discussed and it appears that projects already under construction, such as the Carver Center will have some energy efficiency fixtures that will qualify.  Some items identified are things the city would be doing over the next few years and we may take advantage of recieving lower electricity bills and a one-time cash incentive if we do them this year.  The incentive program is a year to year program with no guarantee to be extended in any future years.
