Approve amendment to Bylaws for the Governance of the Board of Library Trustees for Texas City to allow the Vice Chair to serve as an alternate to the Galveston County Library System advisory council and as alternative representative to the Houston Area Library System Advisory Council.  This amendment will allow the Moore Memorial Public Library Board bylaws to be in compliance with anticipated directives from the Texas State Library & Archives Commission.  The Library Board unanimously recommended approval of the change.

1) In an effort to assure that a quorum exists for voting items at the bi-annual meetings of the Houston Area Library System (HALS), the Texas State Library & Archives Commission is expected to issue new guidance/requirements for the mandatory library representative.  It is anticipated that the Library Director may become the primary library representative.  2) For meetings of the Galveston County Library System, approval of this bylaws change will enable Moore Memorial to retain a voting presence in the bi-annual meetings, in the event the Library Chair is unable to attend.

Approval of this request will insure that Moore Memorial Library has full voting presence at regional and state-wide library meetings.  The Library Board unanimously recommended approval.
