Request approval to amend the City of Texas City Code of Ordinance Chapter 62 Health And Sanitation,  Section 62-118.
Abatement by city authorized; payment of expenses.  To include the provision to abate a code violation from a property and charge the expenses to the property owners' city water bill.

When there is a property violation such as, overgrown grass the current process involves filing a citation with the municipal court where a fine may be assessed. However, it does not remove the violation , and it may take up to 30 days before the court hearing.  With amending the ordinance to include this provision city staff can order the immediate removal of the violation and the abatement expenses can be charged to the property's city water bill.  As this indicates, this would only apply when the property is occupied and has an active water account.  Even if the property owner lives in Texas City and has an active water account elsewhere, if there is no active water account for the property that has been remedied the cost of the remediation cannot be applied to a water bill.
