ACTION REQUEST (Brief Summary)
Consider and take action on Resolution No. 16-045, authorizing the City to enter into an Interlocal Agreement with Gulf Coast Center to fund a Transportation Projects Funding Strategy. (Planning)
BACKGROUND
The City and Gulf Coast Center are partnering to prepare a Capital Projects Funding Strategy utilizing the services of a transportation consultant, The Goodman Corporation. The City's commitment will be $40,000 over two consecutive years, and Gulf Coast Center's commitment will be $50,000 for two years. There are several sources of funding available for transportation related projects including, Federal Highway Administration, Federal Transit Administration, TxDOT, and H-GAC. There are numerous agencies that compete for these transportation dollars so projects are normally selected for funding based on demonstrated benefits, and project readiness. The readiness of a project can involve right-of-way needs, environmental clearances, utility and pipeline adjustments, and preliminary design to establish good construction costs.
The Goodman Corp will work with Texas City and Gulf Coast Center to identify a multitude of transit / bus service, sidewalk and accessibility, mobility, maintenance, pedestrian / bicycle, and safety related projects. Then selected projects will move forward with different levels of readiness.
The 2nd phase of Goodman's services will be the pursuit of funding and intergovernmental coordination. There will be constant interaction with the agencies listed above to identify transportation project funding opportunities.
