ACTION REQUEST (Brief Summary)
Consider and take action on Resolution No. 17-23, approving funding to TxDOT to facilitate an additional off-ramp for additional retail and economic development activities in the I-45 corridor near Holland Road.
BACKGROUND
TxDot is going to let the contract to begin construction on I-45 from Dickinson to Emmett F. Lowry. Staff, the mayor and local businesses along I-45 have reviewed the schematic designs. The planned off-ramp that will serve the area around Holland Road will be located just past FM 517 in Dickinson; approximately 1-1/2 miles from Holland Road. Buc-ee's has approached the City and has paid for an engineering report that is acceptable to TxDOT to add an off-ramp south of FM 517, much closer to Holland Road, that would make it easier for traffic to exit for the businesses in that area and not miss it because the original off-ramp was too far in advance of the businesses. TxDOT has determined the total cost of the off-ramp is $600,000. To benefit the businesses in the area and provide additional sales tax to the city, it is suggested we contribute $200,000 toward the project with Buc-ee's and possibly others contributing the remainder. If approved, the funds would be budgeted in next year's budget and provided to TxDoT in June or July of next year. The City may be the conduit for the funds. TxDOT needs a commitment from the City very soon so that engineering effort can be programmed for the additional off-ramp.
