ACTION REQUEST (Brief Summary)

Consider approval of a Resolution No. 18-066, authorizing an Interlocal Agreement with Gulf Coast Center for the administration of Federal Transit Administration funds for the City's Shared-Use Path project. (Transportation and Planning)

BACKGROUND

The City has been awarded approximately $410,000 from the Texas Department of Transportation for construction of bicycle and pedestrian shared-use paths in and around Bay Street Park.  It has been determined that the most efficient and expedient way to administer, design, and deliver this project is to transfer all funding from TxDOT to the Federal Transit Administration.  This transfer of funding has been completed.  Since the City is not a direct recipient of FTA funding (and Gulf Coast Center is), the project funding will actually have to be funneled through Gulf Coast Center. 

This Interlocal Agreement clearly defines the City's role in designing, bidding, constructing, and administering all facets of this project.  In addition, GCC's role of reimbursing eligible expenses using the FTA funding is defined as well.  The GCC Board will be considering this same Interlocal Agreement at a July meeting.
