Approve amending the city's Five-Year Consolidated Plan, program years 2015, 2017 and 2018 Action Plans and Budgets to increase funding for reconstruction. 

On August 15, 2015 the City completed its Five Year Consolidated Plan 2015-2019 which was approved by the U.S. Department of Housing and Urban Development (HUD). In program years 2015, 2017 and 2018 the city submitted its Action plans and budgets, which was also, approved by HUD.  In the 2017 Action plan the city allocated $107,000, for the reconstruction of 1113-9th Ave N.  After the bids were received it was determined that the allocation was approximately $88,000 under cost.

Staff is requesting to use balances from its program year 2015:
Housing Rehabilitation: $32,810.13
Demolition:                  $1,118.59
Program Year 2017
Demolition:                  $23,987.08 
Program Year: 2018
Housing Rehabilitation: $23,961.96
                           =     $81,877.76 to add the reconstruction balance of $106,063.47 for $187,941.23
There is also, $11,000 in the housing fund to add to the $187,941.23 to build the structure at cost of $193,600.

The 30-day public notice for citizens comments will not expire until July, 29, 2019 however, no written or verbal comments have been received as of this day.
