BACKGROUND
Proposals were mailed out to local vendors May 27, 2020. A proposal tabulation is attached for your review.
The proposals were reviewed by Mike Stump, Larry Brown and the Purchasing Office. The Sanitation Department is the department that mostly utilizes temporary employees to police and maintain the Texas City Dike free of debris and litter.

ANALYSIS
The responsible proposal meeting all specifications and most valuable to the City was received by Amass Solutions LLC.
Amass Solutions LLC currently provides laborers to the local garbage collection companies and competitive rates.
It is the recommendation of Mike Stump, Solid Waste Manager and the Purchasing Department to award RFP# 2020-081 Temporary Employment Services Annual Contract to Amass Solutions LLC for the hourly/billing rates proposed and that the Mayor be authorized to execute a contract on behalf of the City Commission.
