ACTION REQUEST (Brief Summary)
Consider and take action regarding a right of way and easement agreements including surface site easements and temporary work space easements and access agreements to Kinder Morgan Tejas Pipeline, LLC for construction and operation of the Texas City Loop Project to serve Air Products and other customers in Texas City, TX.
BACKGROUND
The referenced action item is required for construction and operation of a new underground pipeline required by Kinder Morgan Tejas Pipeline, LLC (KM) to supply certain chemicals to Air Products and other industrial customers. KM will construct and operate the underground pipeline at its own costs.
The easements will be placed on sixty-four (64) tracts of publicly owned property as follows: Fifty-eight (58) tracts owned by the City of Texas City (COTC), four (4) tracts owned by Texas City City as Economic Trustee (PIT). Development There are also Corporation three small (TCEDC), surface and two tracts (2) which tracts will owned have by City permanent of Texas installations, and several temporary work spaces which will only be occupied during the course of construction. All of the proposed easements and the surface locations have been carefully reviewed and coordinated to minimize adverse impact to the public and other users of the right of way and properties.
The underground pipeline will consist of a 16-inch mainline, with an 8-inch tap at the beginning point and a 10-inch extension to the Air Products site. The underground pipeline will be installed at varying depths from 44ft to 120ft below the surface with most of the installation being at approximately 100ft in depth. Surface disturbance with be minimal. Traffic control plans will be submitted and approved by the City in accordance with customary permitting procedures.
The project is time critical for the successful opening of the new Air Products plant. To remain on schedule the project needs to commence construction on or before March 15, 2022. Staff has no objection to the requested right of way and easement agreements, including the surface site easement and the temporary workspace and access agreements.
