ACTION REQUEST
Consider and take action on the Zoning Change Request from Chris LeBoeuf to rezone the property at 5029 FM 646, Texas City, TX from District "O" (Open Space) to District "F" (Light Industrial) to open Liberty Flare, LLC.
BACKGROUND (Brief Summary)
Applicant, Liberty Flare, LLC, acquired Liberty Tower & Flare, Inc. in April 2019 and seeks to consolidate all operations and administrative functions at the subject location. 5029 FM 646. Its business has operated in Bacliff Texas for over 40 years and consists of mostly field services performed on customer’s sites in refineries and chemical plants. It estimates less than 4% of its $7.7million annual revenue will be generated at the site. Post COVID it has 25 employees, reduced from its typical staffing level of 40 pre-COVID. It projects staffing to increase to 50 as the market continues to improve.
RECOMMENDATION
On Tuesday, June 7, 2022, the Zoning Commission voted 4-0 to recommend approval of the rezoning from District "O" (Open Space) to District "P-I" (Planned Industrial). Motion carried.
Staff have no objection to the requested rezoning to District "F", (Light Industrial), but recommend a rezoning to District "P-I" (Planned Industrial) as more appropriate to the area and the totality of the circumstances.
