ACTION REQUEST

TxDOT requests concurrence from Texas City for construction speed zones inside the City limits as indicated on the attached exhibit and as follows:
 
  1. Reduce from 50 mph to 40 mph for SH 146 from Jackson Ave to Chase Park Dr.
  2. Reduce from 60 mph to 50 mph for SH 146 from Chase Park Dr to Avenue R.
  3. Reduce from 65mph to 55 mph for SH146 from Avenue R to 0.4 miles south of Dickinson Bayou

BACKGROUND (Brief Summary)

The Texas Department of Transportation (TxDOT) is designing and plans to construct the SH-146 Widening Project from FM 518 to Dickinson Bayou, the scope of the project being reconstructing and widening SH-146 from a 4-lane roadway with a center two-way left turn lane to a 6-lane roadway with an overpass at SH-96, and reconstructing of SH-96, FM 646, and FM5 17 intersections.  The reduced speed zones will commence when construction commences and remain in effect until the construction project is complete and accepted by TxDOT.  TxDOT's contractor will remove and replace the speed limti signs and install all other traffic control.  No expense or action required from Texas City.  

RECOMMENDATION

Staff have reviewed the request and concur in the recommended reduction in the construction zone speed limits.
