ACTION REQUEST
Consider, approve, and ratify the submission of an application to HUD for funding under the Choice Neighborhoods Planning Grant Program to provide funds for planning activities to revitalize the Greater Chelsea Manor Neighborhood.
BACKGROUND (Brief Summary)
The Community Development Department is in the process of drafting the 2023 CDBG Annual Action Plan which will outline the City of Texas City's community development activities for the 2023-2024 program year. Activities proposed for the upcoming year include revitalization of three low- to moderate-income communities, including the Greater Chelsea Manor area (Texas Ave. to 9th Ave. and 6th St. to 14th St.). The Community Development Department is seeking funding under the Choice Neighborhoods Grant Program to develop a Transformation Plan for this area, with the hope to apply for and receive funding under the program for implementation of the Transformation Plan.
RECOMMENDATION
It is the recommendation of the Community Development & Grants Administrator that the submission of the Choice Neighborhoods grant application to HUD be approved and ratified to support the City's CDBG 2023 Annual Action Plan.
