ACTION REQUEST
Consider and take action on the Marsh Darcy Proposal for consulting services regarding 1300 Acre Tract Development Review
BACKGROUND (Brief Summary)
Marsh Darcy will provide Professional Consulting Services to the City for analysis and review of proposed development plans and agreements and special districts including specifically, a Tax Increment Reinvestment Zone (TIRZ), to aid in the development of approximately 1300 acres of property located within Texas City. Marsh Darcy will review the developer proposal, land plans, and financial projections as well as evaluate the impact of the proposed development on city services and public resources, including specifically, in the context of TIRZ financing for improvements. Marsh Darcy will advise city staff of said findings.
RECOMMENDATION
Staff recommends approval of Professional Consulting Services Agreement with Marsh Darcy.
