ACTION REQUEST
Approve and award a contract for Bid # 2024-439 Lago Mar 24 Inch Force Main Phase - 1 and Lago Mar East Offsite 16 Inch Force Main - Phase 2 Project.
BACKGROUND (Brief Summary)
On November 2, 2023, the Notice To Bidders was emailed to the local area newspaper and published on November 7, 2023 and November 14, 2023. Bid packets were made available via CivCast.com and bids were received and opened on December 12, 2023, at 11:00 AM. The bids were read aloud at that time.
Icon GC, LLC submitted the lowest bid at $6,747,000.00, but, per section 16 of the General Instructions to Bidders, failed to include the requisite 10 project references of similar nature and cost. Therefore, we find the second-lowest bidder, T Construction, LLC., to be the most advantageous bidder for the City, with a base bid price of $7,977,453.00.
Funds are made available for this project are made available via the City of Texas City 2023 / 2024 Annual Budget.
A letter of recommendation and bid tabulation are attached for your review.

RECOMMENDATION
It is the recommendation of the Public Works Department and Engineering Department to award bid number 2024-439, to T Construction, LLC., in Houston, TX, for the total amount $7,977,453.00 and that the Mayor be authorized to execute a contract on behalf of the City Commission. It is further recommended that the Mayor be authorized to approve change orders, not to exceed 25% of the total contract price, without taking the matter before the City Commission.
