Award Bid to B&D Contractors Inc., for the construction of the Community Park Plaza Project.
BACKGROUND (Brief Summary)
Bids for the Community Plaza Project on 6th Street were opened and read aloud on Thursday, February 22nd. A total of five (5) bids were received at that time as outlined in the attached bid summary. The low qualified bidder is B&D Contractors, Inc., with a total base bid amount of $6,836,033.38.
The project is in-line with the Texas City Economic Development Corporation’s Strategic Plan, Pathways to Prosperity, to bring more activity and programming to the 6th Street Historic District. The Community Plaza will include but not be limited to the following amenities:
Amphitheater
Water Feature
Activity Mound
Playground
Pavilion
Restrooms
Spray Ground
Dog Splash Pad
Artificial Turf
Additional Parking
Fencing
Landscaping
Decorative Lighting
Food Truck Area
A total of $6,600,000 is budgeted in the Texas City Economic Development Corporations Budget 801-55050 for the project. Approximately $50,000 out of the line item has already been expended and/or is in the process of being spent to make the site ready prior to construction of the project for relocation of overhead utilities (electric, cable, phone) and underground utilities (electrical & phone) required to be relocated prior to project commencement.
Thus, leaving a balance of $6,550,000 for the project. Based on the amount available, staff recommends a budget amendment in the amount of $500,000 to the project budget from the Texas City Economic Development Corporations Fund Balance to cover the cost of the project and any change orders that might occur.

RECOMMENDATION
It is the recommendation of the Economic Development Department Staff and the Public Works Staff (Project Management) to award the bid to B&D Contractors Inc., and authorize Chairman Ciavaglia of the Economic Development Corporation to enter into a contract for the construction of the Community Plaza Project. It is further recommended that Chairman Ciavaglia be authorized to approve all necessary Change Orders to facilitate the project.
