ACTION REQUEST

Consider and give authorization to the Mayor's Office of Grants Administration to submit a grant application to the Texas Department of Housing and Community Affairs Reservation System for HOME funds to carry out single-family housing programs under the Community Development Department.  Commit $40,000 in cash reserves for use during the Reservation System Participation (RSP). Authorize Mayor Dedrick D. Johnson, Sr. to represent the City of Texas City to execute a contract and grant agreement as applicable.

BACKGROUND (Brief Summary)

The Texas Department of Housing and Community Affairs (TDHCA or the Department) announced a NOFA of approximately $20,437,314 in HOME funds for single family housing programs under the general set-aside utilizing a reservation system.  These funds will be made available to HOME Reservation System Participants after a Reservation System Participation (RSP) Agreement has been ratified. Funds are made available for single-family activities through the Department’s 2023 annual HOME allocation from the U.S. Department of Housing and Urban Development (HUD).

The following activity types are eligible uses of HOME funds awarded under this NOFA:
a. Homeowner Reconstruction Assistance (HRA). HRA provides funds for the reconstruction or new construction of a single family residence owned and occupied by eligible low-income Households. Specific program guidelines can be found at 10 TAC Chapter 23, Single Family HOME Program, Subchapter C, Homeowner Reconstruction Assistance Program, §§23.30 - 23.32.
b. Tenant-Based Rental Assistance (TBRA). TBRA provides rental subsidies to eligible low-income Households. Assistance may include rental, security, and utility deposits. Specific program guidelines can be found at 10 TAC Chapter 23, Single Family HOME Program, Subchapter F, Tenant-Based Rental Assistance Program, §§23.50 - 23.52.

If awarded, the eligible activities will be administed by the City of Texas City Community Development Department.

RECOMMENDATION

It is the recommendation of the Mayor and the Director of Community Development & Grants Administration that the Commission approve the submission of this application.

Funds awarded would supplement the City's CDBG allocations for housing reconstruction, as well as allow for the continuation of the tenant-based rental assistance program which has previously been funded by CDBG-CV and ARPA SLRS.
