ACTION REQUEST
The Utilities Department is seeking approval to enter into a contract with Bull G Construction, LLC., for the Water Line Replacement Project Phase 22 in the amount of $1,372,952. This project will be funded through Account No. 501705-55690
BACKGROUND (Brief Summary)
On April 9, 2025, eight (8) bids were received for the referenced project. The project involves the replacement of existing water distribution lines with approximately 12,100 L.F. of new water lines in size ranging from 4" thru 8" in diameter including fire hydrants, valves, services, and all labor, equipment, materials, and incidentals required.
The project also includes three (3) Add Alternates: Add Alternate No. 1 involves approximately 1,270 L.F. of 4” thru 8" water lines. Add Alternate No. 2 involves approximately 590 L.F. of 8” water lines. Add Alternate No. 3 involves approximately 550 L.F. of 8” water lines. As discussed with the City of Texas City, the Base Bid, Add Alternate No. 1, and Add Alternate No. 2 were utilized as a basis for the award of the contract.
Add Alternate No. 3 was NOT considered for award.

RECOMMENDATION
City and ARKK’s staff met with Bull G Construction, LLC management personnel to discuss the project requirements and City’s expectations. Bull G Construction, LLC management personnel indicated that they are familiar with the City’s requirements and expectations and provided a list of references. ARKK has reviewed a list of their completed projects and a list of projects that are presently in various stages of completion. ARKK has contacted three references listed to get further information on their performance. The references have been positive in nature and appear to be a responsible firm, capable of performing the specified work in a satisfactory manner. For these reasons, Public Works Staff recommend the City of Texas City award the Water Line Replacement Project to Bull G Construction, LLC.
