ACTION REQUEST
The Public Works Department and ARKK Engineer are seeking Commission approval to enter into a contract with Carlson McClain Construction Company LLC for the 34th Street Drainage Improvements Project CDBG DR-GLO Contract No. 22-085-017-D253 in the amount of $3,285,288.00.
BACKGROUND (Brief Summary)
On July 2, 2025, the City of Texas City received three (3) bids for the above-referenced project. The project involves the erosion repair of the existing 34th Street Ditch around the Palmer Highway ditch crossing and the Magnolia Avenue ditch crossing, including the removal and replacement of the existing concrete slope paving, installation of retaining walls, and ditch regrading. Please see Bid Tabulation (EXHIBIT A)
RECOMMENDATION
Carlson McClain Construction Company, LLC., provided a list of qualifications and references for this project and just recently completed the Sheet Pile Replacement at Pump Stations A and B for the COTC. This project was completed in a satisfactory manner and City Staff is pleased with the results. ARKK Engineers and City staff met with Carlson McClain's management team to discuss this project, along with the City's expectations and feel confident that Carlson McClain will successfully complete the work within the allocated contract time. We recommend that the City of Texas City award the 34th Street Drainage Improvements Project to Carlson McClain Construction Company, LLC., for a total amount of $3,285,288.00.
