ACTION REQUEST
Request the recognition of five citizens for heroic actions.
BACKGROUND (Brief Summary)
On November 5, 2025, members of the Texas City Police Department were dispatched to IH 45 regarding a major motor vehicle collision involving a motorcyclist. Upon officers’ arrival, several citizens stopped traffic and waved responding officers through to the location of the motorcyclist, who was unresponsive. Their quick thinking and coordination saved irreplaceable seconds in getting to the victim.
Officers located the victim, who was unresponsive and not breathing and learned that an off-duty Registered Nurse was on scene and had begun CPR. The RN and officers then alternated chest compressions until the victim’s pulse was restored, and the victim began to breathe. The victim was then transported to a local area Hospital in stable condition.

RECOMMENDATION
