Approve MOU between the City and Texas City Terminal Railway Company related to an EDA grant.
BACKGROUND (Brief Summary)
The City of Texas City has received a request from Texas City Terminal Railway Company (the Port of Texas City) to apply for the Fiscal Year (FY) 2025 Economic Development Administration Disaster Supplemental (EDA: DS) application. The Port would provide all documentation related to the grant applications through an agreement with the Goodman Corp.
As detailed in the attached Memorandum of Understanding (MOU), the City would apply on behalf of the Port for the Port of Texas City Streamlining Freight Logistics: Entrance Gate Realignment and Water Resilience Project. This project would advance safety, efficiency, and reliability improvements to withstand disasters while maximizing private funding. The project would support economic growth and high-paying jobs.
By submitting the application, the City would be requesting $7,218,500 of grant funding from the EDA - a 50% cost share - and the Port would contribute the additional cost of the project upon award. The responsibilities of the Port and the City are detailed in the MOU and include the process for reimbursement requests from the Port to the City.
