ACTION REQUEST
Approve and award Bid # 2020-084 Gasoline and Diesel Annual Contract.
BACKGROUND (Brief Summary)
A notice to bidders was advertised on June 8th & 15th, 2022 and bid packets were sent to local area vendors. Two (2) bids were received and opened on June 28, 2022 at 10:00.
The lowest unit fixed differential price bidder was Sun Coast Resources, Inc., unfortunately, their bid came with a list of "Exceptions/Deviations" that were not in the City's best interest and therein deemed unacceptable. One of which was that in times of emergency (like hurricanes), fuel would be delivered on a "best efforts basis". Our delivery expectations are spelled out clearly in the bid documents and have not changed since 2008.
I have attached a copy of those exceptions for your review.
The second bid, though not the lowest unit fixed differential price, is considered the best overall value to the City as there were no exceptions or deviations to the bid documents. The name of this company is Texas Fueling Services Inc..
This is an annual contract and funds are available via budget line item.
A bid tabulation is also attached for your review.

RECOMMENDATION
It is the recommendation of the Public Works Department to award Bid # 2022-021 Gasoline and Diesel Annual Contract to Texas Fueling Services, Inc. for the unit fixed differential prices bid and that the Mayor be authorized to execute a contract on behalf of the City Commission.
