ACTION REQUEST
Approve and award a contract for Bid No. 2019-361 Rehabilitation of the Heights 300,000 Gallon Elevated Storage Tank.
BACKGROUND (Brief Summary)
A notice to bidders was published in the local area newspaper on May 24, 2023, and May 31, 2023, in accordance with state requirements. Bid packets were made available to local area vendors via CivCastUSA.com. Bids were opened on June 13, 2023 at 11:00 a.m. The lowest bid was received from Five2 Painting & Remodeling. After careful review it was determined by ARKK Engineers that it would be in the best interest of the City of Texas City to reject this bid and accept the second-lowest bid received from A&M Construction and Utilities, Inc. The total base bid amount from A&M Construction and Utilities, Inc. is $399,800. Funds are made available in the 2022/2023 City of Texas City Annual Budget. A letter of recommendation and bid tabulation are attached for your review.
RECOMMENDATION
It is the recommendation of ARKK Engineers, LLC., and the Public Works Department to award Bid # 2023-431 Rehabilitation of the Heights 300,000 Gallon Elevated Storage Tank, to A&M Construction and Utilities, Inc., for the total bid amount of $399,800 and that the Mayor is authorized to execute a contract on behalf of the City Commission. It is further recommended that the Mayor be authorized to approve any change orders not to exceed 25% without bringing the matter going before the City Commission.
