ACTION REQUEST
Consider and take action on Resolution 2025 - XX to establish a Fee Schedule and update the Permit Fees to be charged for Various Building and Development related permits.
BACKGROUND (Brief Summary)
The City Commission has through prior action enacted Texas City Code of Ordinances Chapter 150 – Building Regulations; Chapter 151 Electricity; Chapter 152 Gas; Chapter 153 Mechanical Regulations; Chapter 154 Plumbing; Chapter 155 Signs; Chapter 159 Subdivisions; Chapter 160 Zoning; and Chapter 161 Fences which chapters provide for the safety, legality and quality of construction and land use through a framework of building permits and applications and inspections. Various provisions throughout these chapters require the submission of applications and plans, the review of such applications and plans, the issuance of permits and the inspection of work for compliance with the approved plans and applicable regulations, codes, ordinances and laws. The City of Texas City, Texas Building and Inspections Department incurs administrative costs and expenses, including personnel costs, vehicle and equipment costs, training and licensing fees, to provide qualified personnel to administer and provide the building and development permitting and plan review services necessary to effectively administer these processes to maintain the safety and quality of the built environment. The fees charged for the various building related permits and inspections have not been updated for more than 5 years. A fee study comparison of the Texas City fees to similar fees charged by nearby municipalities, which included Pearland, Friendswood, League City, LaMarque, Hitchcock and Santa Fe show that Texas City fees are substantially lower than these nearby comparison cities. It would therefore be beneficial to update the fees and the amount of fees to be assessed for permitting, review and inspection services provided to better offset the cost of providing such services.
RECOMMENDATION
Staff recommend approval of the Texas City Building and Development Fee Schedule in substantially the same form attached hereto as Exhibit "A".
