Consider and take action on Resolution No. 25-128, authorizing the Mayor to enter into a contract with Blue Cross Blue Shield of Texas for the City's stop loss coverage.

RFP 2025-493 for Medical/Rx Stop Loss coverage went out August 11, 2025, and 12 proposals were received by the deadline of September 10, 2025. HUB International (HUB) is the City of Texas City's insurance consultants and broker; they reviewed the proposals, scored the vendors, and identified the finalists.

Attached you will see the vendor list of proposals, the analysis, and the recommendation from HUB. In the attachment you will also see (page 6) the current Stop Loss coverage and rates with Blue Cross Blue Shield of Texas (BCBS) would total $1,617,738.00 (Fixed Annual Total), the preliminary renewal for this coverage with BCBS came back at over a 9% increase with rates totaling $1,775,902.00, and the recommended Best and Final Offer (BAFO) from BCBS would total $1,554,928.00 which is almost a 4% decrease from what the City is currently paying and a 12.5% decrease from the preliminary renewal quote. HUB, and specifically their team dedicated to the City of Texas City (Brent Weegar, Diana Rodriguez, Ashely Broadus, Cory Hood, Charlotte Starks, and Dawn Klammer), have put in the hard work and negotiated these rates and savings on our behalf. They are the subject matter experts and continue to advocate for the City, for the City's employees, and to help our team be fiscally responsible.

After careful review by the City's insurance consultants and broker (HUB), along with the Chief Financial Officer, the Executive Director of Management Services, and the Director of Human Resources, it is recommended for approval to enter into a contract with Blue Cross Blue Shield of Texas for Medical/Rx Stop Loss coverage.
