ACTION REQUEST
Consider and take action on Resolution No. 25-138, adoption of the City of Texas City Hazard Mitigation Plan for 2025.
BACKGROUND (Brief Summary)
A Hazard Mitigation Plan (HMP) is a strategic document developed by a community to identify potential hazards, assess risks and vulnerabilities, and outline long-term strategies to reduce the impacts of disasters. The plan serves as a proactive approach to lessen future losses of life, property, and economic disruption by implementing cost-effective mitigation actions. Through careful analysis of regional hazards, such as floods, hurricanes, and industrial incidents, the HMP guides decision-making and prioritizes projects that strengthen community resilience. It also ensures eligibility for federal and state mitigation funding and promotes coordination among local agencies, stakeholders, and the public to build a safer, more disaster-resistant community. A hazard mitigation plan must be updated every five years. Therefore, the City of Texas City has chosen to implement a Hazard Mitigation Plan in 2025. Previous mitigation actions from the Texas City Multi-Hazard Mitigation Plan 2019 were reviewed as a baseline for new actions, goals, and objectives.
RECOMMENDATION
Staff recommends that the City Commission adopt the City of Texas City Hazard Mitigation Plan as presented, authorizing the Mayor to execute any related documents necessary to finalize adoption and maintain compliance with FEMA requirements.
