ACTION REQUEST
Commission approval to enter into a contract with Cotton Commercial to replace the roof at Moore Memorial Library for the amount of $351,413.61.
BACKGROUND (Brief Summary)
On December 9, 2025, a total of thirteen bids were submitted by prospective contractors for the referenced project. Cotton Commercial (Cotton) was the apparent low bidder with the Base Bid and Alternate Bid in the total amounts of $326,304.26 and $347,934.26 plus 1% for Performance and Payment Bonds, respectively. The alternate Bid includes costs for installation of 80-mil thick single-ply membrane in lieu of the 60-mil-thick single-ply membrane that is included in the Base Bid. (See Exhibit A for bid tab). PCI contacted Cotton Commercial to confirm that they can perform the work for the proposed amounts and proposed timeframe, which they responded accordingly.
RECOMMENDATION
Based on our evaluation of the subject qualifications and information submitted, and the total bid amounts provided, PCI and the Public Works Department recommends selecting Cotton Commercial for the work included in the Alternate Bid for a total Contract Amount of $351,413.61.
