Commission approval to enter into a contract with Carlson McClain Construction Co., LLC to remove the existing bridge and replace it with a new steel bridge for the amount of $532,040.000.

The City of Texas City received nine (9) bids for the above-referenced project. This project involves the removal and replacement of the failing existing pedestrian bridge located within the Texas City's Bayou Golf Course with a 95 linear foot prefabricated bridge. This project also involves the removal and replacement of 300 SY of concrete and asphalt sidewalks, and replacement of a portion of water line and storm sewer.  SoCo Properties LLC. was the apparent low bidder for this project. Based on the information provided, SoCo Properties LLC. does not have the minimum experience necessary to meet the bid requirements. As a result, we recommend the bid submitted by SoCo Properties, LLC. not be considered for award. The second-lowest bidder is Carlson McClain Construction Company, LLC. Carlson McClain provided ARKK Engineers with a list of references, proposed subcontractor list, and a list of proposed major suppliers. Carlson McClain has completed multiple projects of similar size and scope including pedestrian bridge repair projects and the construction of structures in marine environments. Based on the above information, Carlson McClain Construction Company, LLC. appears to be a responsible firm that can perform the specified work in a satisfactory manner. We recommend that the City of Texas City award the Golf Course Pedestrian Bridge Replacement Project to Carlson McClain Construction Company, LLC. for a total amount of $532,040.00.
