Consider approval of a resolution which is and has been the policy of the City of Texas City to prohibit the use of excessive force  by the law enforcement agencies within its jurisdiction during nonviolent civil rights demonstrations, including physically barring entrance to a facility or location which is the subject of such demonstration, and providing penalities for violation thereof in the City of Texas City.
