A Regular Called Meeting of the City Commission was held on Wednesday, April 20, 2016, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

REPORTS
a.
Quarterly Financial & Investments (Finance)
Laura Boyd, Finance Director, provided the Commissioners with a review of the City Portfolio for the quarter ending March 31, 2016. She advised the interest accrued for that time period was $41,435,185. The investments and interest for that time period totaled $45,695.212. The benchmark rate of return for the City Portfolio was 0.75 and the weighted average maturity was 479.28 days.

PEG Channel Report (Media and Communications)
Justin Martinez, Communications Intern, presented a video he put together demonstrating the City's PEG Channel in partnership with the Texas City High School Video Technology Program. With this partnership they were able to collaborate together and establish the first ever Texas City News Team, which provides the City with weekly news updates such as, sports, weather, City events and much more. He thanked the City of Texas City for the opportunities that have given to him. Next fall semester he will be attending Columbia College for Chicago’s Film program with hopes to complete the program within two years with a BFA in Cinematography and then move on to receive a masters at LA Film School.

PUBLIC HEARING
a.
Public Hearing: Request by Rodolfo Gonzalez/Facundo Cominos to rezone from “A” (Single Family Residential) to “H” (Heavy Industry) to construct/operate a concrete plant. Being 3.735 acres out of Abst. 208, W. Wilson Survey. Located on the southwest corner of SH 3 and FM 2004.
Todd Sukup, Building Inspector, stated that this rezoning request came before the Zoning Commission on March 15, 2016. During the Public Hearing the members heard from the applicant and land owner about the proposed development. They then heard from Johana Deanda a property owner with 200' of the proposed site who was opposed to the request. After considering all information submitted and the recommendation from the City Staff the rezoning request was denied.
Rudolfo Gonzales,Owner of property, gave a presentation with Carlos Garza for the plans to rezone from “A” (Single Family Residential) to “H” (Heavy Industry) to construct/operate a concrete plant. They explained that their objective was to support the growing demands for concrete in Texas City and surrounding cities of Galveston County. Some of the key benefits for this concrete plants include: an increase in the sales tax revenue, increase in the property tax base and contribute to the community by providing employment for 30+ people with the potential for growth as demand increases.
Commissioner District 4 Jami Clark asked if the adjacent owner was the only one in opposition of the rezone?
Mr. Gonzales stated "Yes."
Commissioner District 3 Dedrick Johnson asked if the facility will be open to an exclusive company or will various companies be allowed to use this facility?
Mr. Gonzales stated that the facility will be open to anyone in need of services.
Commissioner District 2 Phil Roberts asked if the adjacent property owner is zoned as residential?
Mr. Gonzales stated "Yes."
Johana Deanda a property owner with 200' of the proposed site also voiced her opposition to the request. She stated that she opposed the plant because she plans on building a home on her vacant lot.
Ann Ha, owner of Tuscany Courtyard, spoke against the rezone that would take place near her business off of highway 3. Tuscany Courtyard is a venue that hosts indoor/outdoor weddings and special events throughout the year. She feels that the rezone would be harmful to her business if a concrete plant is built near by.

Nicholas Finan, Executive Director of Management Services, stated Nicholas Finan, Executive Director of Management Services, stated Texas City was served with papers from CenterPoint indicating their filing with the PUC to increase their rates. Texas City is a member of the Gulf Coast Coalition of Cities and have on retainer the law firm of Lloyd Goselink who reviews the submissions. It is their recommendation to deny the increase and proceed with the PUC to challenge the increase.
Commissioner Bowie asked if a large majority of our Texas City Residents will be affected by this increase?
Nicholas Finan, Executive Director of Management Services, stated "No, Texas City's primary electric provider is TNMP, however, approximately 100 customers are served by Centerpoint."

PUBLIC COMMENTS
Peggy Halstead - Mosley, Citizen, spoke about the traffic on Magnolia. She stated that the busy area needs speed bumps off of Magnolia and 34th Street and the near by park should also be cleaned up.
Dawna Valentine, Citizen, spoke about unlawful treatment to her 16 year old son by a Texas City Police Officer that was on duty at Tanger Outlet. She voiced that she wanted to put an end to it.
Mike Stump, Solid Waste Manager, stated that the clothes recycling program should be ready to go in May.
James Hartshorn, Economic Development Coordinator, stated that March 23rd, there will be a car show on 6th Street and the next Food Truck Friday is scheduled for April 29th from 5-9.

MAYOR'S COMMENTS
Mayor Doyle announced that the Cinco De Mayo Parade will be early this year on April 30, and will begin at 10:00 p.m.
He also thanked Mayor Pro Tem Mike Land and Commissioner District 3 Dedrick Johnson for their many years of service to the City of Texas City. It has been a pleasure working with both of you over the years.

Mayor Doyle announced that the Cinco De Mayo Parade will be early this year on April 30, and will begin at 10:00 p.m.
He also thanked Mayor Pro Tem Mike Land and Commissioner District 3 Dedrick Johnson for their many years of service to the City of Texas City. It has been a pleasure working with both of you over the years.
