M I N U T E S 

WEDNESDAY, MAY 18, 2016 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, May 18, 2016, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

INVOCATION was lead by Father Clint of Saint Mary of the Miraculous Medal Catholic Church in Texas City.

PLEDGE OF ALLEGIANCE was lead by Commissioner District 3 Dedrick Johnson.
 
4.
CANVASSING ELECTION RETURNS
 
a.
Consider and take action on Resolution No. 16-035, canvassing the election returns for the City's General Election held on Saturday, May 7, 2016. (City Secretary)

Nicholas Finan, City Secretary, presented the official returns for District 1 and District 3, which were the only contested races. Thelma Bowie received 420 votes and Johnny Hollowell received 37 votes. In District 3, Dorthea L. Jones received 112 votes and Darel Beene received 57 votes.

Commissioner District 3 Dedrick Johnson addressed the public to express what a joy it has been to serve the City of Texas City. He also congratulated the newly elected candidates and wished them well.

Mayor Pro Tem Mike Land thanked everyone for supporting him throughout his years of service and thanked everyone for letting him serve the City.

Mayor Doyle thanked both Mayor Pro Tem Land and Commissioner Johnson for their dedicated years of service. He aslo stated that the two of them have served a combined total of over 60 years for the City of Texas City and that he was grateful for their service.

Motion by Mayor Pro Tem Mike Land, Seconded by Commissioner District 3 Dedrick Johnson to approve the election returns from the May 7, 2016, City General Election.
 

Vote: 7 - 0 CARRIED

 
b.
Ceremonial Oath of Office: Each newly sworn in Officer may have a Ceremonial Oath administered by a person of their choosing. (City Secretary) 

Commissioner At Large Bruce Clawson was sworn in by his wife Donna Claswon and his 2 grandchildren, Peyton and Parker Garcia.

Commissioner District 3 Dorthea Jones was sworn in by her Mother, Dorthy Jones Jenkins.

Mayor Doyle stated that this is the first time in Texas City History that more women than men have served on the City Commission at the same time.

Commissioner District 1 Thelma Bowie was sworn in by Mayor Doyle. 

Commissioner District 2 Phil Roberts was sworn in by his son, Taylor Roberts.

Commissioner At Large Dee Ann Haney was sworn in by her stepfather, Will Templeton.

Commissioner District 3 Jamie Clark was sworn in by her granddaughters, Alyssa and Addisen Clark.

Mayor Matthew T. Doyle was sworn in by his Godson, Andrew P. Doyle.
 
c.
OATH OF OFFICE:  Oath of Office given to candidates who are declared winners from the May 7, 2016, City General Election.  (City Secretary)

Nicholas Finan,Executive Director of Management Services, gave the Oath of Office to all of the declared winners of the May 7, 2016, election.

CONSENT AGENDA

Approve City Commission Minutes for the May 4, 2016 meeting. (City Secretary)

Consider and take action on Resolution No. 16-036, approving the purchase and delivery of one (1) Bomag BM 1300/30 Milling Machine, through Buyboard Purchasing Cooperative for the Public Works Department. (Public Works)
 
c.
Consider and take action on Resolution No. 16-037, awarding the contract for depository banking services to Texas First Bank. (Finance)

This item was pulled by Mayor Doyle. He stated that he has recused himself from voting for this Item due to a conflict of interest.

Laura Boyd, Finance Director, stated that the depository contract be awarded to Texas First Bank for a term of five years beginning June 1, 2016. Texas First was the only bank to submit a proposal out of all of those solicited.

Motion by Commissioner District 2 Phil Roberts, Seconded by Commissioner District 3 Dorthea Jones to approve Resolution No. 16-037
 
d.
Consider and take action on Resolution No. 16-038, approving the re-appointment or appointment of representatives to the Galveston County United Board of Health. (City Secretary)

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 3 Dorthea Jones to approve Consent Agenda Items a, b, and d.
 

Vote: 6 - 0 CARRIED

 
7.
REGULAR ITEMS
 
a.
Consider and take action on Ordinance No. 16-16, amending the City of Texas City's Fiscal Year 2015-16 Budget to appropriate funds for the Texas City Dike Oyster Restoration Project. (Finance)

Mayor Doyle stated that the City has been working with oyster harvesters on the west side of Mosquito Island. He stated that the City is putting in $200,000 and the State is matching $200,000. Texas Parks and Wildlife has helped restore our City Dike after Ike and he doesn't want to miss the opportunity to return the favor whenever he can. 

Laura Boyd, Finance Director, stated that the money will come out of the undesignated Fund account. 

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 3 Dorthea Jones to approve Ordinance No. 16-16.
 

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Ordinance No. 16-17, amending the City of Texas City's Fiscal Year 2015-16 Budget to appropriate additional funds for dike maintenance and improvement expenses. (Finance)

Laura Boyd, Finance Director, stated that a budget amendment is needed to appropriate additional funds for dike maintenance and improvement expenses.An additional $20,000 is needed for routine dike maintenance, trash pickup, etc.  An additional $50,000 is needed for completion of a shrimp boat pier. An additional $151,000 is needed for various dike area park improvements. Funds will come from the Texas City Dike Fund undesignated fund balance. 

Motion by Commissioner District 1 Thelma Bowie, Seconded by Commissioner At Large Bruce Clawson, to approve Ordinance No. 16-17.
 

Vote: 7 - 0 CARRIED

PUBLIC COMMENTS

Nicholas Finan, Executive Director of Management Services, congratulated all of the Commissioners.

Laura Boyd, Director of Finance, stated budget time is about to kick off pretty soon.

James Hartshorn, Economic Development Coordinator, reminded everyone that Movie on the Dike will be May 28th.
 
9.
MAYOR'S COMMENTS

Mayor Doyle thanked his mother for her continued support over the years.He also thanked his wife Debbie who has been with him for 35 years. He recognized and thanked his family who was seated in the audience (1st daughter Erin, 2nd daughter Megan, Stephanie Doyle - Sister-in-Law) He thanked the public for letting him serve the City over the last 18 years and stated that he loves the work.
 
10.
COMMISSIONERS' COMMENTS

Commissioner Distirct 1 Thelma Bowie reminded everyone that there is a flyer posted outside that list all of the upcoming Juneteenth events in the City.

Commissioner District 2 Phil Roberts thanked his wife who has been with him for 40 years.

Commissioner At Lager Dee Ann Haney thanked her mom and stepfather and also thanked the citizens for their continued support.

Commissioner At Large Bruce Clawson thanked everyone who voted for him. He also thanked his parents. He hoped to serve and serve well.

Commissioner District 3 Dorthea Jones thanked the Mayor, Commissioners, Mother and Citizens. She also stated that she plans to serve to the best of her ability.

Commissioner District 4 Jami Clark thanked the Mayor, her husband of 45 years and her family. She also thanked the citizens and City Staff.
 
ADJOURNMENT
Having no further business, Commissioner At Large Dee Ann Haney made a MOTION to ADJOURN at 5:40 p.m.; the motion was SECONDED by Commissioner District 3  Jami Clark. All present voted AYE. MOTION CARRIED.
