REGULAR CALLED CITY COMMISSION MEETING

M I N U T E S 

WEDNESDAY, NOVEMBER 16, 2016 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, November 16, 2016, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:00 p.m. by Mayor Matthew T. Doyle.

PROCLAMATIONS AND PRESENTATIONS
 
a.
National Epilepsy Awareness Month

Mayor Doyle presented Tryten Pearson with the National Epilepsy Awareness Month proclamation.  Tryten, who is 15 years old, spoke about his personal experiences and efforts to bring national attention to epilepsy and efforts for the cure.

REPORTS
 
a.
Utilities Customer Service (Water Department)

Irene Fattig, Customer Service Supervisor, gave a comprehensive overview of the Badger Water Meter system.  She stated the system allows customers to log into their account to view water usage.  They can also be notified when their water usage increases unusually which might indicate a hose left on, etc.  On the billing side, City employees can see if a meter goes off line allowing them to send an employee out to see what is wrong with the unit.

Commissioner Bowie asked if the plants were included in the initial roll out of the new meters.  Ms. Fattig told her that where it was possible they did install them.  However, in some cases that would mean the plant would need to go off-line which is not practical.

Commissioner Clark asked what the time frame is for the entire City using the system.  She was advised the goal was 5 to 10 years.
 
b.
Report from Human Resources (Human Resources)

Jennifer Price, Human Resources Director, gave the Commission an comprehensive review of the Human Resources Department's activities, procedures, and statistics.  She stated the department is active in hiring, new employee orientation, employee benefits and recruiting.  In the last 6 months the department processed 1,035 applications, hired 26 part time and 31 full time positions.

CONSENT AGENDA

Approve City Commission Minutes for November 2, 2016, meeting. (City Secretary)
 
a.
Consider and take action on Resolution No. 16-086, approving the purchase and installation of a playground at Johnson Park, and a Commercial Adult Fitness workout station at Baystreet Park through Buyboard - Local Government Purchasing Cooperative.  (Recreation & Tourism)

Awarded to All Play, Inc. for the total contract price $123,188.63.
 

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 4 Jami Clark to approve Consent Agenda items 0 and a.

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Resolution No. 16-087, approving the annual Service Agreement for the support and maintenance of the Public Safety Software package.  (Information Technology)

Mayor Doyle advised the Commission that this item was being withdrawn.
 
7.
STAFF COMMENTS

Dennis Harris, Recreation and Tourism Director, said the Christmas Parade would be on December 1, 2016, with the line-up starting at 4:00pm.

James Hartshorn, Administrative Supervisor, said Shop Small Business would take place on November 26, 2016.

MAYOR'S COMMENTS

Mayor Doyle wished everyone a happy Thanksgiving.
 
9.
COMMISSIONERS' COMMENTS

Commissioner Bowie commented that re-paving of Bell Drive happened very quickly. Mayor Doyle added that the re-surfacing equipment approved by Commission and purchased by the City really cut down the time required to complete that type of road work.

Commissioner Roberts thanked everyone involved with the Veteran's Ceremony last Sunday.

Commissioner Haney thanked James Hartshorn for his Touch a Truck event saying it was very successful.

Commissioner Jones wished everyone a happy Thanksgiving.

Commissioner Clark wished everyone a happy Thanksgiving.
 
ADJOURNMENT
Having no further business, Commissioner Haney made a MOTION to ADJOURN at 5:40 p.m.; the motion was SECONDED by Commissioner Clark. All present voted AYE. MOTION CARRIED.
