The Texas City Economic Development Corporation Board of Directors met Wednesday, April 13, 2016, at 4:00 P.M., in the City Hall Conference Room, 1801 9th Avenue North, in Texas City, Texas. A quorum having been met, the meeting was called to order at 4:02 P.M. by Chairman Mark Civaglia with the following in attendance:

Approve Texas City Economic Development Corporation Board Meeting Minutes for December 12, 2015.
Motion by Chairman Mark Civaglia, Seconded by Vice-Chairman Harold Fattig to approve the ?Texas City Economic Development Corporation Board Meeting Minutes for December 12, 2015.

Consider and take action on Resolution 16-01, authorizing the expenditures for property owned by Jerome Karam, located at 1000 Emmett F. Lowry Expressway, Texas City, Texas.
Nick Finan, Executive Director of Management Services, stated that Jerome Karam owns the Mall of the Mainland. He has worked hard to find appropriate tenants for the mall. Up to this point, he has mainly attracted businesses that mainly attract local customers (people from Hitchcock, Dickinson, La Marque and Texas City). In an effort to make it more attractive to those beyond the 15 minutes drive time we would like to offer some incentives for a project he is working on: attraction of a group of restauranters that would fill a large area of the mall. The proposal is to attract 4 to 8 sit down restaurants so that people would come. The thought is that some of the other projects to attract other forms of entertainment will be more interested if there are signs of sit down restaurants and other entertainment. The Mayor would like to propose we spend some money on the renderings to show an area for the restaurants, roughly $3,000 to $5,000, but I believe the final could be only $2,500. And the City through staff or its vendors replacement of the faded traffic signage that is interior to his property along the outer ring to the parking, entrance and exits from the property, etc. I am waiting for final estimates from staff on those costs.
Randy Dietel, Director, stated that this will show a good faith effort on the TCEDC's part.
Mark Civaglia, Chairman, asked if they wanted to sell alcohol later will it be a problem being close to the church?
Mayor Doyle stated, "No, Stuttgarden Tavern is already there now serving alcohol."

Nick Finan, Executive Director of Management Services, stated that the TCEDC and the City have been working with a number of agencies and groups with Shoal Point property. Items include having navigational servitude designation removed from some of the land the City and State own, but requires the US Army Corps of Engineers to review how it is utilized and requiring permits. Also, final agreements for easements and boundaries for the our property and the State have never been done. We are discussing potential tenants and we will need to work cooperatively with the state and the need for the survey is necessary. The total cost should not exceed $26,000.

Nick Finan, Executive Director of Management Services, stated that the wooden fence surrounding the TCEDC properties located at 2201, 2211, and 2301 25th Ave. N had fallen into disrepair. Many of the sections had been damaged or fallen over as a result of age and weather conditions. For this reason, and to enhance the property visually, TCEDC maintenance funds were spent to replace the fence. The initial cost of the fence totaled $8,625.12. Additionally, the decision was later made to further extend the east side of the fence to delineate the TCEDC properties from the adjacent property. The total cost of the extension was $922.45 for a total project cost of $9,547.57.

UPDATES
Chairman Mark Ciavaglia welcomed Jenny Senter with the Texas City- La Marque Chamber as an advisory member for the Texas City Economic Development Corporation.
Nick Finan, Executive Director of Management Services, stated that she will be officially appointed at the next City Commission meeting by the City Commission.
James Senter, Advisory Member, stated that Art walk will be tomorrow April 14, 2016 on 6th Street.
Chairman Mark Ciavaglia welcomed Jenny Senter with the Texas City- La Marque Chamber as an advisory member for the Texas City Economic Development Corporation.
Nick Finan, Executive Director of Management Services, stated that she will be officially appointed at the next City Commission meeting by the City Commission.
