DISCUSSION ON THE 2016 - 2017 FISCAL YEAR BUDGET. (FINANCE)

Laura Boyd, Finance Director, went over the General Fund Budget for the City and individual budgets. She noted the Effective Tax Rate had increased to 0.497183/$100 value. She wanted to remind everyone the City is self insured meaning the City pays the bills. GIGNA only administers it for us. The Mayor added that it had increased but if you saw no increase in your property values then you will see an increase in your taxes. Ms. Boyd stated the City's retirement costs would increase this year. The Mayor added that it is a good system but the changes are necessary to prevent the City being short.

Commissioner Clawson asked why the Professional Fees in Planning budget. Doug Kneupper, City Engineer, stated the increase would go to projects like the Gulf Coast Bus Service. Commissioner Roberts asked about the profession fees increase in the Streets Department. Laura Boyd, Financial Director, advised some of that was going to street projects. Ms Boyd also noted there would also be an increase in the Animal Control budget. The Mayor noted that the average cost for Animal Control to pick up an animal was $200.00. Commissioner Haney stated the Animal Resource Center is spay/neutering animals they pick up.

NOTICE:  The City of Texas City will furnish free transportation to handicapped individuals via a 4-door sedan for anyone wishing to attend the City Commission meetings.  Call 948-3111, City Secretary's Office before noon on Monday preceding the meeting to make arrangements.
