A Regular Called Meeting of the City Commission was held on Wednesday, January 18, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

REPORTS
a.
Financial Quarterly Report (Finance)
Laura Boyd, Finance Director, presented the Quarterly Financial Report to the Commission. She stated that interest received from the quarter ending 12-31-16 was $21,094.00. The benchmark Rate of Return for the City's portfolio was 0.79.

Library Report (Library)
Luke Alvey, Children's Librarian, provided the Commission an overview of history resources the Library offers. Some of the Historical Facts offered cover information about the 1867 Settlement, Texas City History, Texas City During World War II, 1947 Texas City Disaster, and Historical photos. Future projects include a Vietnam War Oral History Project. They will be interviewing Vietnam and Korean War veterans for the basis of a future exhibit. Visits Fiscal Year 2016: 50,632; Visits last month: 2,504; Fiscal Year to Date: 10,090.

Consider and take action on Resolution 17-001, approving a contract for 90 Pound Limestone Bedding and 36 Inch Limestone Riprap. (Public Works)

Mayor Doyle stated that we will be refurbishing 20,000 yards of sand material at Haney Park.
Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 1 Thelma Bowie to approve a contract for 90 Pound Limestone Bedding and 36 Inch Limestone Riprap.

(Management Services)

Mayor Doyle stated that it was time to update our Tax Abatement Program. To better position ourselves, we took out a few categories to be more flexible. This policy allows us to negotiate with each prospect to determine what would be best for both the City and Prospect.

Doug Kneupper, City Engineer, stated that Lago Mar now has electricity out at the construction site.
Nicholas Finan, Executive Director of Management Services, stated the the we are 1st place in our category and tied for 3rd with Austin and Forth Worth for the Community Challenge.
Mike Stump, Solid Waste Manage, stated that the Library website is great and east to use and navigate.
Dennis J. Harris, Parks and Recreation Director, stated that the Father Daughter Dance tickets are on sale and selling out quick. He also stated that Parks and Recreation received an Honorable Mention Award for the Trail.

Having no further business, Commissioner At Large Dee Ann Haney made a MOTION to ADJOURN at 5:21 p.m.; the motion was SECONDED by Commissioner At Large Bruce Clawson. All present voted AYE. MOTION CARRIED.
