REGULAR CALLED CITY COMMISSION MEETING

M I N U T E S 

WEDNESDAY, FEBRUARY 1, 2017 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, February 1, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

INVOCATION was lead by Dr. Robert Miller with the First Baptist Church.

PLEDGE OF ALLEGIANCE was lead by Mayor Doyle.

REPORTS
 
a.
Crime Statistics (Police Department)

Robert Burby, Police Chief, gave the Commission an overview of crime statistics for 2016. He noted that theft constituted 42 percent of Part 1 crimes. He also pointed out that there were more officer initiated calls than calls for service. This shows that the police department is proactive in dealing with crime. In the category of assault, he stated that 90 percent of the incidents were simple assaults.

Commissioner Haney asked if Low Jack are used to locate stolen cars. Chief Burby told her that there are many ways with modern cars to locate them. The police department works closely with various entities that provide that service.
 
b.
Racial Profiling Report for calendar year 2016 (Police Department)

Robert Burby, Police Chief, gave the Commission the racial profiling statistics for police department. He stated that of all of the cases, the majority of people contacted were Caucasian. He stated in his opinion there is not any issues at the police department with racial profiling.

CONSENT AGENDA
 
a.
Approve City Commission Minutes for January 18, 2017 meeting. (City Secretary)
 

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner At Large Dee Ann Haney to approve the minutes.

Vote: 7 - 0 CARRIED

 
6.
REGULAR ITEMS
 
a.
Consider and take action on Ordinance No. 17-01, to amend the City of Texas City fiscal year 2016-17 budget to create an Assistant Emergency Manager position and appropriate funding for the position. (Finance)

Laura Boyd, Finance Director, stated the budget amendment is needed to create an Assistant Emergency Manager position and appropriate funding for the position.  The annual salary will be $52,000 and related benefits of approximately $10,000.

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 4 Jami Clark to approve Ordinance No. 17-01.
 

Vote: 6 - 0 CARRIED

 
7.
STAFF COMMENTS

Nicholas Finan, Executive Director of Management Services, stated that Hey Mickey's Ice Cream will be opening on 6th Street this summer.

Larry Boyle, Golf Course Director, said that with the warm weather the golf course has been very busy.

Dennis J. Harris, Director of Recreation and Tourism, stated that the Father - Daughter Dance will be on February 10, 2017.

MAYOR'S COMMENTS

None.
 
9.
COMMISSIONERS' COMMENTS

Mayor Pro Tem Phil Roberts stated that on March 1, 2017, there will be a Galveston County Day at the Capital in Austin. Two buses will take the Commission and City Staff to the Capital to meet with our representatives. This will allow us to address issues that occur in our City and County.

Commissioner At Large Dee Ann Haney stated that there will be a Mardi Gras Gala after the parade.

Commissioner District 3 Dothea Jones thanked the Police Department for the great job they do.
 
ADJOURNMENT
Having no further business, Commissioner District 3 Dorthea Jones made a MOTION to ADJOURN at 5:30 p.m.; the motion was SECONDED by Commissioner At Large Dee Ann Haney. All present voted AYE. MOTION CARRIED.
