M I N U T E S 

WEDNESDAY, MAY 3, 2017 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, May 3, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

INVOCATION was led by Pastor Walter Abernathy with Cathedral of Faith Church.

REPORTS
 
a.
Community Development Quarterly Report (Code Enforcement)

Todd Sukup, Building Official, gave an overview of the structures demolished and the liens filed for the past 3 years. The following list the structures demolished and the liens filed.

Captain Spotted Bear with the Police Department presented an Activity Report on Code Enforcement for October 2016 - March 2017. There were 109 calls for service for the Code Enforcement Patrol Division from October 2016 - December 2016. From January 2017 - March 2017 there were 277 calls for service for the Code Enforcement Patrol Division.

CONSENT AGENDA
 
a.
Approve City Commission Minutes for April 19, 2017 meeting. (City Secretary)
 
b.
Consider and take action on Resolution No. 17-031, approving the purchase of a 2017 CAT 4162F2 4ECA,Backhoe Loader DCA3 for the Utilities Department. (Public Works)
 
c.
Consider and take action on Resolution No. 17-032, approving the purchase of a Bobcat V519 telescopic loader for the Sanitation Department. (Public Works)
 
d.
Consider and take action on Resolution No. 17-033, approving and awarding the annual contract for Bid # 2017-026 Reinforced Concrete Pipe, Curb Inlet, Catch Basin, and Sealer Annual Contract. (Public Works)

Contract was awarded to South Houston Concrete Pipe Company for the unit price listed in Exhibit A.

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 4 Jami Clark to approve Consent Agenda items a, b, c, and d.
 

Vote: 6 - 0 CARRIED

 
e.
Consider and take action on Resolution 17-034, approving a new contract with City of Baytown for residential demolition. (Community Development)

This item was pulled by Mayor Pro Tem Phil Roberts.

The Interlocal Agreement was awarded to the City of Baytown.

Motion by Commissioner District 4 Jami Clark, Seconded by Mayor Pro Tem Phil Roberts to approve the new Interlocal Agreement with the City of Baytown.
 

Vote: 6 - 0 CARRIED

 
6.
REGULAR ITEMS
 
a.
Consider and take action on approval of Ordinance No. 17-15, amending the Code of Ordinances, City of Texas City, Texas, Title III “Administration”, Chapter 32 “Law Enforcement and Fire Department”, Section 32.009 “Police Department; Classes of Positions”, by reducing the number of positions within the classification of Captain; prescribing the number of positions with each classification of the classified service of the Police Department. (Police Department)

Mayor Doyle stated that we are reducing the number of Captains and there will be a promotion ceremony the first part of June. This will also allow us to have 12 officers on the street consistently for every shift.

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner At Large Bruce Clawson to approve Ordinance No. 17-15.
 

Vote: 6 - 0 CARRIED

 
7.
PUBLIC COMMENTS

Mr. Stanley Solis, Citizen, of 101 12th Street South, Texas City, Texas 77590 addressed the City Commission about being denied entry into "The Fish Spot" restaurant with his service dog. He feels that his rights were violated according to the Americans with Disabilities Act (A.D.A.) and the Police Department did nothing to remedy this situation.

Mayor Doyle thanked Mr. Solis for bringing this matter to his attention.

Chief Wily stated that this matter may be subject to a $300 fine.

Nicholas J. Finan, Executive Director of Management Services, stated that Golf Course Director Larry Boyle is still out of work from foot surgery. He also stated that the City has entered into a contract with Golf Pro Mike Skiba.

Police Chief Robert Burby stated that the 9th Annual Police Tournament will be in two weeks.

Dennis J. Harris stated that this Saturday will be our Cinco De Mayo Parade that starts at 10 A.M. He also mentioned that the Aquatic Center is now open on weekends and will open up to the full time schedule once the summer starts.

MAYOR'S COMMENTS

Mayor Doyle wished all the mothers a Happy Mother's Day and everyone a Happy Cinco De Mayo.
 
9.
COMMISSIONERS' COMMENTS

Commissioner District 1 Thelma Bowie gave James Hartshorn kudos on the City's updated website.

Commissioner District 4 Jami Clark thanked the Police Department for proceeds from the golf tournament.

 
ADJOURNMENT
Having no further business, Commissioner At Large Dee Ann Haney made a MOTION to ADJOURN at 5:35 p.m.; the motion was SECONDED by Commissioner District 4 Jami Clark. All present voted AYE. MOTION CARRIED.
