A Regular Called Meeting of the City Commission was held on Wednesday, July 5, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:00 p.m. by Mayor Pro Tem .

Senior Citizen Program (Recreation and Tourism)
Lenora Mendez, Program Coordinator, stated that the mission was to provide seniors meaningful programs and services. They provide services to seniors 60 years and older for free. Some of the programs they offer are Bingo, Pokeno, Bridge and Dominoes. For the 2015-16 year they had 135 members of which 71% were Texas City residents.

Consider approval of the Second reading of Ordinance No. 17-19, amending the City of Texas City Code of Ordinances, Chapter 50 Utilities Generally, Section Sewer Rates and Section Water Rates. (Finance)
Commissioner Bowie questioned as how the customers were notified. She was advised there were inserts within the water bills advising of the rate change.

Consider and take action on Ordinance No. 17-20 amending the City of Texas City Fiscal Year 2016-17 Budget to appropriate funds for Texas City Museum building maintenance.(Finance)
Laura Boyd, Finance Director,stated the funds would come from the Hotel/Mote Fund. The building has water retention causing signification structural damage.

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner District 3 Dorthea Jones to approve Ordinance No. 17-20.

Consider and take action on Ordinance 17-21, amending Ordinance No. 16-37, amending the Code of Ordinances, City of Texas City, Texas, Title III “Administration”, Chapter 32;Law Enforcement and Fire Department”, Section 32.009 “Police Department; Classes of Positions”, by increasing the number of position within the classification of Sergeant by one and decreasing the position of Corporal/Patrolman by one; prescribing the number of positions with each classification of the classified service of the Police Department. (Police Department)

Henry Gomez, Citizen, stated that Commissioner Haney should be at the meeting and state what happened.

Having no further business, Mayor Pro Tem Phil Roberts made a MOTION to ADJOURN at 4:35 p.m.; the motion was SECONDED by Commissioner At Large _______. All present voted AYE. MOTION CARRIED.
