A Regular Called Meeting of the City Commission was held on Wednesday, July 19, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

Financial Quarterly Report (Finance)
Laura Boyd, Finance Director, stated there was a 5% increase in property tax sales from July 30, 2017. Sales tax collections were at a 23% increase from June 2016. General Fund was $11 million dollars.

Building Permits (Building Department)
Tood Sukup, Community Development, stated that this year has far surpassed last year for building permits. Five for the apartments going in behind Buc-ee's have been approved for occupancy permits. Lago Mar is taking off and they have had lots of meetings to keep problems to a minimum.

CONSENT AGENDA
a.
Approve City Commission Minutes for July 5, 2017, meeting. (City Secretary)
b.
Consider and take action on Resolution No. 17-044, approving the 2016 Annual Report for TIRZ 1 report. (Management Services)
Nicholas Finan, Management Services advised the report was given to the TIRZ Board. The board voted on the report and accepted it. At this point, the City of Texas City only needs to accept the report.

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 4 Jami Clark to approve items A & B.
Vote: 7 - 0 CARRIED

Consider and take action on Resolution No. 17-045, awarding RFP # 2017-031 The Monitoring of Disaster Generated Debris Removal, Management and Related Services. (Purchasing)
Consent Item A &B were approved. Item c was pulled by Commissioner Cawson.
Commissioner Clawson pulled the item. Who will be he debris site manager? The answer was that we will do that. Will there be proper paperwork for auditing? The answer was yes.
Contract given to Proposer who submitted the qualifications the city is requiring, met specifications and is the best choice for the interest of the city was received from Thompson Consulting.
Consent Item A &B were approved. Item c was pulled by Commissioner Cawson.

REGULAR ITEMS

Consider approval of the third and final reading of Ordinance No. 17-19, amending the City of Texas City Code of Ordinances, Chapter 50 Utilities Generally, Section 36 Sewer Rates and Section 38 Water Rates and Section 999 Penalty. (Finance)
Laura Boyd, Finance Director, stated third and final reading of Ordinance No. 17-19, amending the City of Texas City Code of Ordinances, Chapter 50 Utilities Generally, Section 36 Sewer Rates and Section 38 Water Rates and Section 999 Penalty. She once again showed the numbers on a PowerPoint. Next billing will have information regarding the change. She also stated the charge of tampering with a water meter is going up from $100.00 to $500.00
Mayor Doyle stated this is to encourage conservation at the residential level.

STAFF COMMENTS
Corbin Ballast, Utilities Supervisor, commented the Dike has very busy. Mayor Doyle added there will be a large expansion at Boyds.
Joe Stanton, Assistant Police Chief, introduced Officer Garcia and her K-9 partner Rocko. Rocko is in training for both detecting narcotics and tracking of persons.
Corbin Ballast, Utilities Supervisor, commented the Dike has very busy. Mayor Doyle added there will be a large expansion at Boyds.

ADJOURNMENT
Having no further business, Commissioner Haney made a MOTION to ADJOURN at 5:36 p.m.; the motion was SECONDED by Commissioner Clark. All present voted AYE. MOTION CARRIED.
