KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, OCTOBER 18, 2017, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

Recycle and Tree Trimming (Public Works)

Mike Stump, Solid Waste Manager, provided an update on the recycle facility and the tree trimming project. Recyclables can now be co-mingled and dropped off at the Biosphere.
 
b.
Financial Quarterly Report (Finance)

Laura Boyd, Finance Director, gave a handout with details regarding the third quarters's investment report.

Approve City Commission Minutes for October 4, 2017, meeting. (City Secretary)
 

Motion by Commissioner At Large Dee Ann Haney, Seconded by Commissioner District 4 Jami Clark to approve items a, b and d.

Vote: 6 - 0 CARRIED

 
b.
Consider and take action on Resolution No. 17-071, approving an annual contract for sludge disposal from the Wastewater Treatment Plant. (Public Works)

Contract Awarded to Republic Services.
 

Vote: 6 - 0 CARRIED

 
c.
Consider and take action on Resolution No. 17-072, approving a contract with ARKK Engineers for the restoration of the inner rainwater levee.  (Public Works)

Item pulled by Mayor Doyle.

David Kasper spoke on behalf of ARKK Engineers, LLC. A proposal has been submitted for engineering professional services for the repair of Texas City’s rainwater levee, located west of 29th Street, and Pump Station B's discharge channel, which sustained some erosion damage during Hurricane Harvey.
 

Motion by Commissioner District 3 Dorthea Jones, Seconded by Mayor Pro Tem Phil Roberts

d.
Consider and take action on Resolution No. 17-073, approving the purchase of 500 Visa gift cards in the amount of $50.00 each, to be given to City employees (full and part-time), as an incentive for continued outstanding customer service and performance. (Human Resources)

PUBLIC COMMENTS

STAFF COMMENTS

Robert Burby, Police Chief, stated that next agenda he will be promoting a new Captain.

Dennis J. Harris, Director of Recreation and Tourism, reminded everyone that October 21, 2017 will be the last "Movie on the Dike" of the season.

James Harsthorn, Management Services, stated that the Art Walk is on October 28, 2017, and the following Saturday is the Touch-A-Truck event. He also reminded everyone of the last Food Truck Friday on October 27, 2017.

George Fuller, Community Development, stated that on October 27, 2017, there will be pulled-pork sandwiches for sale. All proceeds will be going to The United Way to help City employees affected by Hurricane Harvey.

MAYOR'S COMMENTS

Mayor Doyle stated that the Hope Festival is on November 11, 2017, through St. George's Episcopal Church.

COMMISSIONERS' COMMENTS

Commissioner Jones reported how highly her peers at TML spoke of the City of Texas City and she thanked all staff for making the City look so good.

Commissioner Clawson requested prayers for Pat Hallisey, the Mayor of League City.

ADJOURNMENT
Having no further business, Commissioner Dee Ann Haney made a MOTION to ADJOURN at 5:26 p.m.; the motion was SECONDED by Commissioner Jami Clark. All present voted AYE. MOTION CARRIED.
