Consider and take action on Resolution No. 18-075, taking a record vote and scheduling the public hearings on a proposal to consider the tax rate for 2018. (Finance)
Laura Boyd, Finance Director, gave a PowerPoint presentation over the proposed property tax rate for tax year 2018. Laura Boyd stated that the rollback tax rate is the highest tax rate that the city may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.

STAFF COMMENTS
Doug Kneupper, City Engineer, stated that there is new development being made on Highway 3.
Joseph Bryd, I.T. Director, stated that this will be his last week working for the City of Texas City.
Laura Boyd, Director of Finance, reminded everyone of a public hearing scheduled for August 22, 2018.

COMMISSIONERS' COMMENTS
Commissioner At-Large Bruce Clawson asked what is going to happen with trash and recycle services?
Mayor Doyle stated that the price for sewer and trash will be increasing. Mayor Doyle also encouraged residents to continue taking their recyclables to the biosphere.
Commissioner District 1 Earl Alexander asked if the change in trash service will result in any job losses? Mayor Doyle answered no.
Commissioner District 2 Abel Garza, Jr. gave information on a program that he is involved in, Golf Kid Program.
Commissioner District 3 Dorthea Jones complimented the Recreation and Tourism facilities and staff. Commissioner Jones stated that her friends were very impressed and it made her proud.
Commissioner At-Large Phil Roberts stated that he will be out of town on August 22 so he will not be attending the Special Hearing that is scheduled.

NOTICE OF ANY SUBJECT APPEARING ON THIS AGENDA REGARDLESS OF HOW THE MATTER IS STATED MAY BE ACTED UPON BY THE CITY COMMISSION.
Having no further business, Commissioner District 2 Abel Garza, Jr. made a MOTION to ADJOURN at 5:27 p.m.; the motion was SECONDED by Commissioner At-Large Phil Roberts. All present voted AYE. MOTION CARRIED.
