WEDNESDAY, JANUARY 16, 2019 – 5:00 P.M.

A Regular Called Meeting of the City Commission was held on Wednesday, JANUARY 16, 2019, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:00 p.m. by Mayor Matthew T. Doyle.

Justin Herter, Legal Assistant, gave a presentation on the It's Time Texas Community Challenge and recorded the Mayor and Commissioners signing their pledges.

Financial Quarterly Report (Finance)

Laura Boyd, Finance Director, gave a PowerPoint presentation detailing the City's quarterly investment report.

CONSENT AGENDA

Motioned by Commissioner District 3 Dorthea Jones, Seconded by Commissioner At-Large Bruce Clawson to approve Consent Agenda items a, b and c.

Approve City Commission Minutes for January 2, 2019 meeting. (City Secretary)
 

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Resolution No. 19-005, accepting the revisions to the Galveston County Assessors collection fees. (Finance).
 

Vote: 7 - 0 CARRIED

 
c.
Consider and take action on Resolution No. 19-006, approving demolition expenditures. (Community Development)
 

Vote: 7 - 0 CARRIED

 
7.
REGULAR ITEMS
 
a.
Consider and take action on Ordinance No. 19-01, amending the City's fiscal year 2018-2019 budget to appropriate funds for street striping of 6th Street. (Finance)

Laura Boyd, Finance Director, stated that on January 9, 2019, the Texas City Economic Development Corporation approved to pay for the street stripping of 6th Street in the amount of $75,000.00.
 

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner District 3 Dorthea Jones

Vote: 7 - 0 CARRIED

 
8.
STAFF COMMENTS

Luke Alvey, Library Director, stated that the Garden Club will be hosting two Saturday events at the Library.

Jessi Rubio, Assistant Fire Chief, thanked everyone who supported the Diaper Challenge.

Mike Stump, Solid Waste Manager, stated that approximately 30% of Texas City residents have received their new garbage carts.

Dennis Harris, Recreation and Tourism Director, stated that the Father-Daughter dance is on February 8, 2019.

James Hartshorn, City Secretary, stated that Darcie Valenzuela put together Welcome Folders and that they will be distributed next week.
 
9.
MAYOR'S COMMENTS

Mayor Doyle stated that everyone should go to 3rd Avenue and 4th Street to see the beginning stages of the African-American Cultural Park.
 
10.
COMMISSIONERS' COMMENTS

Commissioner At-Large Phil Roberts complimented the Fire Department and Police Department on their successful Diaper Donation Challenge.

Commissioner At-Large Bruce Clawson stated that the Food Bank and a few Catholic charities will be helping about 70 furloughed families that live in Texas City. Commissioner Clawson also complimented Mike Stump on how smoothly the garbage cart transition has been.

Commissioner District 3 Dorthea Jones, thanked the Police Department and the City for taking such intricate care of our citizens.

Commissioner District 4 Jami Clark stated that she feels blessed to call Texas City her home.

ADJOURNMENT
Having no further business, Mayor Matthew T. Doyle made a MOTION to ADJOURN at 5:35 p.m. All present voted AYE. MOTION CARRIED.
